Duties/Responsibilities
(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
Serves as assistant manager of a large library division or as acting manager of a large library division in the absence of a Librarian III;
Makes decisions regarding library operations, personnel, and emergency situations with, or in the absence of, the library division’s Librarian III;
Develops, facilitates, and/or presents evidence-based educational programs and services, including early literacy programs, community outreach activities, youth advisory boards, and computer and technology instruction in person or virtually;
Contributes expert knowledge related to trends, issues, and practices in library instruction, information and digital services, to support development of library programs and services;
Develops or maintains relationships with outside partner agencies, including nonprofit organizations and County departments in support of the Library’s mission, vision, and values and the evolving needs of Pima County residents;
Participates in, facilitates, or leads system-wide in-person or virtual committee meetings focused on children’s services, youth services, or adult services while supporting Library administration in implementing strategic goals from a system-wide perspective;
Provides leadership in maintaining and communicating knowledge of the Library’s collection, policies and procedures, programs, events and activities, use of reference materials (e.g., Internet and other computer resources), and changes in the Library System;
Oversees a service level within a library, such as children’s services, youth services, or adult services by developing, presenting, and coordinating services inclusive of diverse members of the public, vulnerable individuals, and non-English speakers;
Supervises assigned unit(s) through direct supervision of library employees, volunteers, and/or interns by training, scheduling, evaluating performance, making recommendations regarding probationary periods, employee discipline, and human resources issues in coordination with library management and other County departments;
Manages, coordinates, and determine priorities of work load, including monitoring levels of resources, establishing timelines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing, and editing reports prepared by staff, and approving completed projects and reports;
Coordinates and participates in the provision of internal and external services, such as accounting, payroll, information technology, scheduling, personnel issues, management information services, purchasing, customer service, outreach, and library programming;
Manages payroll data for direct reports within assigned unit(s);
Creates, maintains, and analyzes databases using automated information systems to monitor and track information; Comprehends and make inferences from Library policies and procedures and informational materials to effectively provide Library reference services to the public;
Utilizes conflict management skills to de-escalate and handle unexpected problems; or potentially volatile situations and complete associated documentation;
Provides assistance to members of the public by finding and relaying community resource information;
Maintain appropriate security and confidentiality of information encountered or created within assigned unit(s);
Promotes and educates customers on the use of library collections, including the library’s electronic resources, with other County departments and public, school, private, legal, medical, engineering, educational, and business libraries;
Performs facility management duties by monitoring and reporting maintenance issues and investigating or resolving operational or technical issues;
Performs or coordinates service and maintenance of library resources, including the library’s website and databases as well as software, equipment, and technology;
Provides content for web pages for assigned topics;
May manage a Library department under the direction of a Librarian III, Library Services Manager, or Deputy Director;
May manage a library with limited staff and perform all related duties, including creating annual Facilities Emergency Action Plans and implementing safety measures for staff and the public as well as submitting reports and budget information.
KNOWLEDGE & SKILLS:
Knowledge of:

- developing and maintaining a multi-media library collection;
- evaluating and culling the collection to maintain its integrity and usefulness;

Minimum Qualifications
(1) Master’s degree in Library and Information Science (MLIS or MLS) from an accredited college or university and three years of professional-level experience performing library work, as well as one year of general supervisory work place experience. (Note: supervisory experience may run concurrently with library experience identified above or may be ancillary)
OR:
(2) One year of experience with Pima County Public Library as a Librarian I.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidates from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Some positions may require specialized certification or licensure relative to assignment at the time of appointment or prior to completion of an initial or promotional probation period. Some positions require a valid Arizona Class D driver’s license at the time of application or prior to completion of an initial or promotional probation period. Failure to obtain/maintain the required certifications/licenses shall be grounds for termination.
Special Notice Items: Incumbent may be required to work rotating shifts, including nights and weekends.
