Position Description
Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.
In this position, you will plan, organize, coordinate, and administer the functional operations of multiple library service divisions to include multiple Library branches or divisions in geographically diverse facilities across Pima County. As Library Services Manager you will allocate system-wide library resources and evaluate system-wide programs and specialized services. Individuals in this position may report to a Deputy Director in Public Services, Community Engagement or Operations, or in some cases directly to the Library Director.
Duties/Responsibilities

- Provides strategic direction and leadership for the assigned division within the public library department;
- Develops and implements division-specific goals, objectives, and strategies in alignment with the overall department strategic plan;
- Ensures the programs and services within the division are evidence-based, meet regulatory requirements, and are delivered effectively and efficiently with an information equity lens;
- Supervises and mentors’ division leadership staff, including unit managers and program managers
- Fosters a collaborative and inclusive work environment that encourages a culture of development, and teamwork;
- Develops and manages the division budget, monitors expenditures, and allocates resources effectively;
- Builds and maintains relationships with community organizations, other governmental agencies, and stakeholders relevant to the division’s focus;
- Prepares and presents reports to internal and external stakeholders, ensuring transparency and accountability;
- Stays updated with a DEI lens on emerging public library and trends and adapts programs as needed in order to serve a diverse Pima County
- Assists staff in being aware of federal, state, and local laws, rules, personnel policies, regulations, mandates, legal procedures, and reporting requirements; Resolves problems/issues arising from operations of subordinate divisions;
- Monitors contractual agreements and services and prepares requests for and analyzes proposals received for area of responsibility; Utilizes conflict management skills to de-escalate and address unexpected problems or potentially volatile situations and complete associated documentation;
- Maintains appropriate security and confidentiality of information encountered or created in the course of assigned duties;
- May be required to testify in court and before boards, commissions, and like bodies relative to activities of assigned area of responsibility.
Minimum Qualifications:
(1) Six years of experience in library management or in library system-wide development and coordination in the major library fields of adult, young adult, children’s and/or other specialized services of similar scope.
(Relevant experience and/or education from an accredited college or university may be substituted.)
OR:
(2) One year of experience with Pima County as a Librarian III.
OR:
(3) 5-6 years of progressive management experience with other governmental agencies, educational, social service or non-profit organizations overseeing large scale community projectsQualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Licenses and Certificates: Some positions may require specialized certification or licensure relative to assignment at the time of appointment or prior to completion of an initial or promotional probation period. Failure to obtain/maintain the required certifications/licenses shall be grounds for termination.
